Leaders of Uzbekistan and the United States welcome elevation of bilateral strategic partnership to a new level

On November 6, as part of his working visit to Washington, D.C., President of the Republic of Uzbekistan Shavkat Mirziyoyev held talks at the White House with President of the United States of America Donald Trump.

Issues of further strengthening Uzbek-American strategic partnership, enhancing political dialogue, and expanding trade, economic, investment and cultural-humanitarian cooperation were reviewed. Special attention was given to the practical implementation of agreements reached at the highest level in New York in September this year

The President of our country left an entry in the White House Guest Book.

Then, in the Oval Office, the leaders held talks during which they discussed issues related to further strengthening Uzbek-American strategic partnership relations, enhancing political dialogue, and expanding trade, economic, investment, cultural, and humanitarian cooperation. 

Special attention was paid to the practical implementation of high-level agreements reached in New York in September this year.

A thorough exchange of views took place on current global and regional issues, including deepening cooperation between Central Asia and the United States within the “C5+1” format.

The President of Uzbekistan sincerely congratulated Donald Trump on his significant achievements in domestic and foreign policy. His personal contribution and efforts toward the peaceful resolution of pressing international and regional conflicts was especially emphasized.

Donald Trump welcomed the productive outcomes of the meetings and negotiations held earlier between the leader of Uzbekistan, U.S. government officials, and heads of major American companies and financial institutions.

The leaders emphasized the importance of establishing and improving institutional mechanisms to advance joint projects.

At the conclusion of the negotiations, the Head of our state invited the President of the United States to pay an official visit to Uzbekistan at a convenient time.

President of Uzbekistan highlights new areas of strategic partnership with American business

At the conclusion of the business program of his working visit to Washington, D.C., President of the Republic of Uzbekistan Shavkat Mirziyoyev held a meeting with representatives of leading American companies, investment funds, and financial institutions.

The event was attended by US Secretary of Commerce Howard Lutnick, Special Assistant to the U.S. President Ricky Gill, Special Envoy to the President Paolo Zampolli, Deputy Secretary of Agriculture Stephen Vaden, as well as leaders of the American-Uzbek Chamber of Commerce and top managers of major corporations such as Traxys, FLSmidth, McKinsey, META, Google, Amazon, Boeing, Air Products, Axiom Space, Cove Capital, Freeport-McMoRan, Orion CMC, Cargill Cotton, John Deere, Honeywell, Valmont Industries, Flowserve Corporation, and many others.

At the beginning of the meeting, the leader of Uzbekistan noted that over the past eight years, trade turnover with the United States has grown fourfold, and more than 300 American companies are successfully operating in our country.

The President emphasized that the current level of cooperation is only the beginning of a new stage, opening up wide prospects for joint work. He noted that during the upcoming meeting with President of the United States Donald Trump, specific areas of economic interaction and new joint initiatives will be discussed.

In his address, the Head of State outlined the priority areas of strategic partnership between the two countries.

By 2030, Uzbekistan aims to establish a next-generation energy system with 18–20 gigawatts of renewable capacity, more than half of all electricity will be generated from solar and wind sources.

In this context, Uzbekistan and the United States will develop the extraction and deep processing of uranium, copper, tungsten, molybdenum, and graphite. It’s planned to build reliable supply chains and implement advanced American processing technologies.

In addition, a large-scale program is being implemented to modernize roads, railways, terminals, and airports. By 2030, more than $12 billion is planned to be invested in the development of transport infrastructure.

Digital cooperation with American companies Google, Meta and NVIDIA is expanding, including the implementation of Apple Pay and Google Pay, creation of a Digital Academy, and a network of startup hubs.

It was noted that the DFC Corporation and the U.S. Exim Bank will be involved in promoting and financially supporting such projects.

In conclusion, President of Uzbekistan Shavkat Mirziyoyev expressed readiness to personally support investment initiatives of American companies, emphasizing that Uzbekistan remains a reliable partner and a guarantor of success for foreign investors.

President of Uzbekistan highlights the importance of further expanding inter-parliamentary and inter-regional ties with the United States

On November 5 in the framework of the stay in Washington D.C., President of the Republic of Uzbekistan Shavkat Mirziyoyev received at his residence members of the U.S. House of Representatives Bill Huizenga, Carol Miller and Sydney Kamlager-Dove.

Issues related to further strengthening the strategic partnership between Uzbekistan and the United States, as well as expanding practical cooperation between the parliaments of the two countries, were discussed.

The dynamic development of contacts between legislative bodies and the fruitful activities of the Caucus on Cooperation with Uzbekistan in the U.S. Congress were noted with satisfaction. Every year, with the assistance of the Caucus, Uzbekistan Days are held in the House of Representatives, contributing to the strengthening of Uzbek-American relations.

The importance of Congress's comprehensive assistance in the practical implementation of agreements at the highest level, primarily on the development of trade, economic, investment, cultural, and humanitarian ties, was emphasized.

Special attention was paid to expanding interregional ties and establishing practical cooperation with the states of West Virginia, Michigan, and California, which are represented by legislators.

Following the meeting, an agreement was reached to organize a visit of the U.S. Congress representatives to Uzbekistan, as well as mutual exchanges of business delegations led by regional leaders.

Address by the President of the Republic of Uzbekistan Shavkat Mirziyoyev at the Second World Summit on Social Development

Your excellency, madam chair!

Your excellency, mr secretary-general!

Honourable heads of state and governments!

I would like to express my deepest gratitude to my dear brother, His Highness Sheikh Tamim bin Hamad Al Thani, the Amir of Qatar, for the warm hospitality and excellent organization of the World Summit.

I would also like to extend my special thanks to His Excellency Mr. António Guterres, Secretary-General of the United Nations, for his enormous personal contribution to hosting this event.

It is of great symbolic significance that this important summit on global social development is being held in Doha.

In recent years, the State of Qatar has become a global centre for social inclusivity and rapid development. I would like to sincerely congratulate the people of Qatar on these remarkable achievements.

It is noteworthy that the world community and national governments are currently collaborating to promote social well-being and enhance living standards.

Uzbekistan always supports all formats and initiatives of international cooperation towards sustainable development.

Ladies and gentlemen!

In recent years, we have been building a society in New Uzbekistan where the principle of “human dignity” is paramount, social justice is ensured, and the most vulnerable in our society are effectively protected.

Our firm stance on this path has been enshrined in our New Constitution, which has proclaimed our country a "social state".

Previously scattered social protection programmes have been brought together under a single structure — the National Agency for Social Protection.

Our new social protection model covers every household and family, starting from the mahalla, the grassroots level of society.

In recent years, we have reduced the poverty rate from 35 per cent to 6.6 per cent. These reforms will continue.

Esteemed participants!

In the current context of complex socio-economic processes worldwide, I would like to put forward the following proposals:

First. It is crucial to elevate international cooperation to a new level in the fight against poverty.

According to the United Nations, 1.1 billion people worldwide currently live in poverty.

We believe that the time has come to create a new financial architecture to combat poverty, which will attract resources to social programmes in developing countries.

To this end, we propose establishing a “global social justice fund” to provide practical assistance in reducing social inequality and alleviating poverty.

Second. It is crucial to implement new, modern mechanisms to effectively address employment issues.

According to a report by the International Labour Organization, the global unemployment rate was 5 percent in 2024.

The rapid integration of advanced technologies and artificial intelligence is causing the loss of millions of jobs worldwide.

In such circumstances, governments and businesses must prioritise supporting their employees as social partners.

In this regard, we hope you will support our proposal to develop a “global initiative for social responsibility and decent work”.

Third. Expanding educational opportunities for all is an effective solution to social problems.

Currently, the annual economic loss due to illiteracy is estimated at 1.4 trillion US dollars.

This creates obstacles for the younger generation to find their place in social life and the labour market, leading to a sharp increase in inequality.

We fully endorse the decisions made at yesterday's inaugural meeting of the Global Alliance to Combat Hunger and Poverty.

We propose holding one of its future summits in Uzbekistan, making education the main agenda item.

Fourth. There is an increasing need for systemic protection of labour migrants and their family members.

Currently, there are over 300 million migrants working in foreign countries worldwide.

Unfortunately, there are numerous instances of their rights being violated.

I propose holding an international forum on the social and legal protection of migrants and their families in Uzbekistan next year, in cooperation with international labour and migration organizations, and adopting a global programme.

Fifth. We all clearly feel the impact of climate change on social life.

Extreme weather, desertification and loss of biodiversity are having a negative impact on the lives of vulnerable groups, such as farmers, seasonal workers and residents of ecologically challenging regions.

It is crucial to implement comprehensive measures that align the fight against climate change with employment programmes.

In this regard, we intend to launch a new model of socio-economic development in the aral sea region, which has been declared a zone of environmental innovations and technologies by a United Nations resolution. We stand ready to share this experience with the international community.

Esteemed heads of delegations!

The decisions we make today will undoubtedly inspire confidence and hope in millions of people worldwide, contributing significantly to stability and prosperity.

Our primary duty is to renew social consensus for international development and to create a decent standard of living for everyone.

In this sense, we fully support the Doha Political Declaration being adopted today.

We stand ready to fully implement the enshrined principles.

This historic Declaration will undoubtedly strengthen our joint efforts to achieve the Sustainable Development Goals.

At the end of my speech, I wish you all good luck and success, and the productive work of the World Summit.

President of Uzbekistan to participate in the Second World Summit for Social Development

At the invitation of the Emir of the State of Qatar, Sheikh Tamim bin Hamad Al Thani, on November 3-4, President of the Republic of Uzbekistan, Shavkat Mirziyoyev will pay a working visit to Qatar to participate in the Second World Summit for Social Development.

The event will address issues related to closing existing gaps in socio-economic development, upholding the goals and principles of the Copenhagen Declaration on Social Development, and accelerating the implementation of the 2030 Agenda for Sustainable Development.

Special attention will be given to strengthening international cooperation, improving national strategies, and implementing comprehensive measures aimed at enhancing the resilience, social justice, and inclusivity of societies.

The World Summit for Social Development is intended to serve as a crucial platform for constructive dialogue among states, international and regional organizations, UN system bodies, civil society institutions, and the expert and business communities.

The main objective of the forum is to intensify global efforts to eradicate poverty, promote full and productive employment, ensure decent working conditions, and enhance social integration amid contemporary challenges and growing interdependence.

Following the summit, the adoption of the Doha Declaration is planned, aimed at further strengthening international partnerships and developing coordinated approaches to achieve the goals of sustainable and inclusive social progress.

President of Finland Alexander Stubb visited the University of World Economy and Diplomacy

On October 30, 2025, the President of the Republic of Finland Alexander Stubb visited the University of World Economy and Diplomacy.

The main topic of the working meeting between the Finnish President and the university leadership was the discussion of the prospects for the development of cooperation between UWED and Finnish universities. The parties considered specific ways to implement joint programs, in particular, academic exchanges of students and teachers, exchange of experience, implementation of research projects.

As a result, agreements were reached on expanding educational and scientific ties between the two countries, priority areas for further implementation of partnership initiatives were identified.

As part of his stay at the university, the President of Finland met with students and teachers of UWED and delivered a lecture on the topic: “The changing balance of power: Values, interests and power in foreign policy”.

In his speech, Alexander Stubb shared his views on the transformation of the global political architecture, the role of national interests and universal values, as well as the importance of the active position of young people in shaping the international agenda.

The lecture was followed by a lively Q&A session, during which students were able to interact in person with the Head of State and discuss current topics such as the role of AI in politics and the future of the European Union.

The visit of the President of Finland to UWED laid a solid foundation for a long-term partnership in the field of education and science, and also clearly demonstrated to students the importance of a dialogue of cultures and ideas in building a sustainable future.

Address by the President of the Republic of Uzbekistan Shavkat Mirziyoyev at the opening ceremony of the 43rd session of the UNESCO General Conference

Your excellency, Mr. President!

Your excellency, Madam Azoulay!

Distinguished heads of delegations!

It gives me great pleasure to extend my most sincere greetings to you on the unique land of Uzbekistan – a land that has been located at the crossroads of ancient cultures and civilizations.

It is a great honor and privilege for us that our Conference is being held, for the first time in the last 40 years, outside the UNESCO Headquarters — here in the ancient and ever-young city of Samarkand.

Taking this opportunity, I would like to express my sincere gratitude to His Excellency Aleksandar Vučić, President of Serbia, His Excellency Peter Pellegrini, President of Slovakia, Her Excellency Audrey Azoulay, Director-General of UNESCO, and to all delegations of the participating countries.

The fact that such a prestigious forum is being held in our country is a vivid manifestation of the high trust that member states of the Organization have in the large-scale and dynamic reforms being carried out in New Uzbekistan.

UNESCO which is celebrating its glorious 80th anniversary, throughout these decades, has established itself as a leading global institution in promoting education, science, culture, art, and information — as well as in fostering international cooperation, mutual trust, and solidarity.

The Organization’s role in preserving national identity of peoples, protecting cultural heritage, and promoting interfaith dialogue continue to grow.

It is deeply symbolic that our Conference is taking place in Samarkand — a city that has made it into human history as a center of humanistic ideas, unique knowledge, and inter-civilizational dialogue.

This ancient city has long been a cradle of great discoveries, a flourishing center of science, literature, and culture.

For instance, under the domes of the observatory built by the great ruler and scholar Mirzo Ulugbek, a unique map of celestial bodies was created — a map that later contributed to the famous  discoveries of such scholars as Copernicus and Kepler.

Welcome to majestic Samarkand — a land with a glorious three-thousand-year history, a precious pearl of the Great Silk Road, and a home of peace and friendship among nations and peoples!

Distinguished ladies and gentlemen!

In today’s rapidly changing world, the weakening of global consensus and multilateral cooperation in the humanitarian sphere naturally gives rise to deep concern among us all.

Due to geopolitical tensions and armed conflicts, many unique monuments, sacred sites, and invaluable cultural heritage around the world are suffering great damage.

At the same time, the gap is widening among states in access to knowledge, technologies, and digital resources, while deepening inequality and poverty.

Such complex circumstances dictate us to unite our efforts more than ever to fully implement UNESCO’s main objectives.

We reaffirm our firm commitment to the noble and humanitarian goals of UNESCO.

We stand ready to serve as a bridge of harmony between East and West, North and South – an open and constructive platform for dialogue and cooperation among all.

As full-fledged member of UNESCO, Uzbekistan has been taking consistent steps to elevate our partnership to a new qualitative level.

In particular, the five-year Cooperation Program for the period up to 2027 is being successfully implemented.

The anniversaries of our great ancestors — Abu Rayhan Beruni, Ahmad Fergani, Amir Temur, Ali Qushchi, Kamoliddin Behzod — as well as the Khorezm Mamun Academy and the Alpomish epos have been widely celebrated at the international level.

In addition to the ancient cities of Khiva, Bukhara, Shahrisabz, and Samarkand already included in the World Heritage List, unique monuments along the Zarafshan-Karakum Corridor have also been added.

The natural sites of the Western Tien Shan and Turan Deserts, also included on this list, clearly showcase our region’s unique biological diversity.

Moreover, nearly twenty examples of intangible cultural heritage — such as Shashmaqom, Katta Ashula, the Lazgi dance, Askiya, pottery and painting arts, the celebration of Navruz, and the tradition of atlas and adras weaving—have been recognized by the global community.

Under UNESCO’s auspices, Uzbekistan regularly hosts international festivals such as Sharq Taronalari (“Melodies of the East”), the Maqom Art Festival, and the Bakhshi songs festival, as well as Handicrafts and Ethnosport festivals.

At Uzbekistan’s initiative, several key resolutions were adopted, including The Khiva Process: Advancing International Cooperation in Central Asia (2021), the Tashkent Declaration on Early Childhood Care and Education, and the Tashkent Declaration on the International Day for Universal Access to Information (2023).

Currently, 8 UNESCO Chairs and 24 associated schools operate in our country. Tashkent and Fergana have joined UNESCO’s Global Network of Learning Cities.

Hundreds of cultural heritage sites have been restored in line with international standards and using advanced technologies.

Dear friends!

As part of the General Conference in Samarkand, several side events will take place, including:

- The first-ever Contemporary Art Biennale in ancient Bukhara;

- The opening of a UNESCO-affiliated Regional Center for Early Childhood Education in Tashkent;

- The awarding ceremony for the UNESCO–Uzbekistan Abu Rayhan Beruni International Prize;

- An international forum on the role of Artificial Intelligence in museums;

- And Uzbekistan’s accession to the Global Convention on the Recognition of Qualifications concerning Higher Education.

I express my sincere gratitude to all member states for their active participation in international events and support of our initiatives.

Dear guests!

Achieving UNESCO’s global goals and taking our multifaceted cooperation to a new stage is the call of our time.

I would like to present several proposals on the key items of our agenda:

First, developing inclusive education and widely integrating artificial intelligence technologies into the educational process has become a pressing task of our time.

It is crucial to ensure equal access to quality education for every child, regardless of physical or social conditions.

In this regard, we propose to establish a UNESCO Platform for the Development of Inclusive Education for Children with Special Needs.

We believe that you will support our plan to convene a World Summit on Vocational Education, with the aim of creating an international format for dialogue and the exchange of knowledge and experience in the education sphere.

Training a new generation that masters information technologies and thinks creatively is our top priority.

To widely integrate AI into education, we are ready to implement a “School of Artificial Intelligence” model project in Uzbekistan, in cooperation with UNESCO.

Furthermore, we propose holding, under the auspices of UNESCO, an International Expert Forum on Artificial Intelligence Ethics, bringing together representatives of leading universities, pedagogical institutions, and research institutes from across all continents.

Second, it is necessary to strengthen our joint efforts to preserve the world’s intangible cultural heritage — the invaluable treasure of humanity.

We are interested in further developing UNESCO’s “Memory of the World” Program, which ensures the preservation and accessibility of oral folklore, manuscripts, archives, historical documents, and cultural data.

We propose declaring the date on which this program —encompassing the spiritual treasures of the world—was established, November 19 of each year, as the “International Day of Documentary Heritage.”

We also propose the establishment of an International Institute for Digital Heritage within the structure of UNESCO.

It is worth noting that the ancient city of Bukhara is a member of UNESCO’s Creative Cities Network in the field of crafts.

We are ready to host an International Handicrafts Congress there in 2027.

Third, it is especially important to actively launch global programs aimed at developing women’s leadership and competencies.

According to UNESCO’s Institute for Statistics, women make up only 25% of leaders in scientific and cultural institutions, 30% of education managers, and 33% of researchers worldwide. This, unfortunately, confirms that inequality still persists in ensuring women’s rights.

Gender equality, however, is one of UNESCO’s fundamental priorities and must be integrated into all of its initiatives.

Therefore, we believe the time has come to establish a UNESCO Academy on Women’s Leadership to study and exchange best practices among member states.

We also propose to hold in Samarkand a Global Forum of Women Leaders in Education, Culture, and Science, bringing together outstanding researchers, artists, teachers, and inventors from around the world.

Fourth, effective joint action to combat the climate crisis is another urgent matter.

A significant increase in average temperature, melting of glaciers, desertification, erosion of soil layers, and urbanization processes have a serious impact on the state of cultural heritage objects.

We propose the “UNESCO Ecological Capital” Global Initiative to recognize and encourage cities that successfully implement environmentally responsible and “green” programs.

We also support the development of a UNESCO Executive Board Resolution on Strengthening Measures to Safeguard Cultural Heritage amid Globalization and Climate Change, and we are ready to host an International Symposium in Khiva on this topic.

Fifth, it is becoming increasingly necessary to jointly counter the spread of misinformation, manipulation of public opinion, and discrimination in the virtual space.

We propose organizing an International Festival of Children’s Cultural Content, where young people can exchange their best creative multimedia works and ideas.

To enhance media literacy, analytical thinking, and protect youth from manipulation, we suggest developing a UNESCO’s Comprehensive Strategy on Media and Information Literacy.

Another important issue is the need to promote universal human values such as tolerance, mutual understanding, and harmony at a time when interfaith conflicts are intensifying worldwide.

By promoting the culture and enlightenment of Islam, we can effectively combat radicalism and Islamophobia.

In this regard, we invite all to jointly utilize the potential of Uzbekistan’s unique projects — the Islamic Civilization Center, and Imam Bukhari, Imam Maturidi, Imam Termizi, and Bahouddin Naqshband research centers.

Dear friends!

I am confident that today’s Conference will mark a major practical step in defining new areas of cooperation, strengthening mutual trust, and strengthening global cooperation mechanisms for sustainable development.

Undoubtedly, the “Spirit of Samarkand”, drawing strength from the eternal traditions and values ​​of UNESCO, encourages us to further unite towards common development.

I wish you all new successes and achievements, and fruitful work to the UNESCO General Conference.

Presidents of Uzbekistan and Slovakia discuss prospects of further strengthening relations of strategic partnership

On October 30, on the sidelines of the 43rd session of the UNESCO General Conference in Samarkand, President of the Republic of Uzbekistan Shavkat Mirziyoyev held talks with President of the Slovak Republic Peter Pellegrini.

Current issues of further expanding the strategic partnership and multifaceted cooperation between Uzbekistan and Slovakia were discussed.

The positive dynamics of bilateral exchanges at all levels and the strengthening of interaction in priority areas, was noted with satisfaction. 

This year political consultations and the first meeting of the Intergovernmental Commission were successfully held. Business contacts have intensified and the number of joint ventures has tripled.

The discussions also focused on increasing trade and investment volumes and expanding industrial cooperation projects in key sectors.

An agreement was reached to increase exports from Uzbekistan of textile, leather, fruit and vegetable, and other high-demand products, and from Slovakia – rubber, auto components, pharmaceutical products, and other industrial goods. To this end, it’s planned to hold national product exhibitions and open trade houses.

Special attention was given to the development of digitalization. It was proposed to consider the establishment of a joint center for monitoring cybersecurity in banking and implement advanced cargo tracking systems.

The readiness was reaffirmed to further expand cooperation with Slovak businesses in the production of automotive components, dairy products and other areas.

Prospects for enhancing humanitarian and educational exchanges were reviewed. It was proposed to hold the first Forum of University Rectors of the two countries in Bratislava in 2026, organize tourism exhibitions, and host reciprocal tourism days. The issue of establishing organized labor migration was also raised.

There was also an exchange of views on mutual support at multilateral platforms, as well as on current regional and international issues.
